Udemiljøets forvaltning begynder med viden om byens form, dens funktioner og værdier. Men hvordan kan forvaltningsprocesser tage udgangspunkt i miljøer domineret af forskellige ejere, forvaltere og systemer? En systematisering af udemiljøet kan være en hjælp.
