The review identified possibilities for a more cost efficient control program and the output of was a road map for the next 10 years. The suggested changes in salmonella control will involve different stakeholders, and could be implemented either in the short term or, after further studies, in the long term. In the review it was considered that achieving the same food safety with lower direct costs, saved time, increased flexibility, less uncertainty and/or improved structure of incentives concerning the involved markets and stakeholders, would all contribute to increased efficiency. The most important recommendations of the review were: • The Swedish salmonella control should be regularly reviewed and changes should be risk based. • All food business operators must recognize their responsibility for keeping the food chain free from salmonella. • A voluntary biosecurity program should be introduced for cattle and swine • Cost sharing should be introduced into the salmonella reimbursement system. • The market for cleaning and disinfection services should be reorganised, introducing new actors or firms
