Sammanfattning

For over two decades there has been political cooperation at the pan-European level within the framework of Forest Europe. This cooperation has focused and continues to focus on the policy field of forest and its sustainable management. After a number of resolutions in 2007, a new phase of cooperation has started, by investigating the opportunity of having a legally binding instrument. The question of regime development gains momentum through the ongoing negotiations of a pan-European legally binding instruments on forests. The aim of this paper is a first inventory of the political pan-European forest process with respect to the existence of a regime. The structural analysis follows the theory of regimes as used in international relations by differentiating the main factors (i) demand for regimes, (ii) development of regimes and (iii) structure of regimes. The empirical analysis is based on a set of methods, comprising document analysis, expert interviews with key actors and participant observation. The results show, that relevant factors of demands for and development of a regime can be recognized in the efforts towards a pan-European legally binding instrument on forests, e.g. the existence of key actors pushing the process forward and the attempt to involve all relevant nation states. However, even if a legally binding instrument will be adopted, the form of the instrument will be decisive for its efficiency. With this, the form of the legally binding instrument will decide if it is a regime or a partly developed regime.
